England Schoolboy International Dowen started with Courtaulds before moving to First Division Wolverhampton Wanderers in the 1934-35 season. He was not an instant success and played seven games in the first season and just one in the second. He went to Second Division West Ham United in latter part of the season and made just one appearance for the Hammers at Right Half in a 2-4 defeat by Sheffield United at Bramall Lane on 2nd May 1936 before returning to make just one appearance for Wolves the following season. When he left Molineux at the end of the 1937-38 season he had made just twelve appearances for them. He went to Third Division North Hull City for the 1938-39 season and there he became a regular making thirty-nine appearances but unfortunately his stay was brought to an end by the Second World War. He guested for Leeds United in the 1943-44 Football League Northern Section (First Championship) but his only game was his first which ended in a 1-6 defeat at Bradford Park Avenue. He spent much of the War years with his native Wolverhampton Wanderers, playing six games in 1939-40, twenty-one games in 1941-42, twenty-two games in 1942-43, and four each in 1943-44 and 1944-45. He also guested with Darlington playing fifteen games in 1943-44 and six games in 1944-45 and also played once in that season for Hull City. He did not play in the Football League after the Second World War. He was caretaker manager of Wolverhampton Wanderers, along with Gerry Summers, for a short period in November 1968. It saw them in charge for just one game a 5-0 home win over Newcastle United on 23rd November 1968. He died in 1994.
